Accreditation

Psychologist accreditation with the Polícia Federal for firearm handling assessments

Psychologists with an active CRP and 2 years of practice apply at a PF unit. It is free, valid for 4 years and follows IN 78/2014 and Resolução CFP 1/2022.

Required documents

  • Standard accreditation form, completed and signed (Anexo I of IN 78/2014-DG/DPF)
  • Identity document and CPF (Brazilian taxpayer number), original and copy or certified copy, plus a recent 3x4 photo
  • Proof of active and regular registration with the Conselho Regional de Psicologia (CRP)
  • Certificate of no ethical violations issued by the Council
  • Proof of at least two years of professional practice as a psychologist
  • Certificate of aptitude to administer the projective and expressive instruments listed in art. 5º, I and II, of IN 78/2014
  • Floor plan or sketch and photos of the office, showing a setting and furniture suitable for testing
  • Location and operating permit (alvará de localização e funcionamento) and health surveillance permit (alvará da vigilância sanitária) for the premises
  • Clean criminal record certificates from the Federal, State, Military and Electoral courts
  • Statement that you are not under police investigation or criminal prosecution

Step by step

  1. Step 1: Check that you meet the CFP requirements

Resolução CFP nº 1/2022 (Conselho Federal de Psicologia, the federal psychology council) requires active CRP registration, annual fees paid and no pending suspension, revocation or ethical fine. IN 78/2014 of the PF adds two years of professional practice.

  2. Step 2: Fit out your office

The premises must have a waiting room, a testing room and a bathroom. The testing room needs good lighting, ventilation, temperature and little noise, a table with a smooth top of at least 2.500 cm², a chair with a backrest separate from the table, and 4 m² for individual testing or 2 m² per person for group testing (art. 7º of IN 78/2014).

  3. Step 3: Put together the test battery

IN 78/2014 requires at least one projective test, one expressive test, one memory test, one test of diffuse and concentrated attention and one semi-structured interview. Resolução CFP 1/2022 calls for projective, expressive and psychometric personality instruments, all with a favorable opinion in Satepsi (the CFP system that approves tests).

  4. Step 4: File the application with the PF

Hand in the form and documents in person at the Delegacia de Controle de Armas (DELEARM, the arms control office) of the PF Superintendência in your state, or at the office it designates. Some Superintendências open an accreditation call (edital): check with the unit first.

  5. Step 5: Go through the inspection

The PF may inspect the place where tests are given to check that it meets the rules. Tests may only be given at the authorized address; moving requires a new authorization, with photos.

  6. Step 6: Start seeing clients after the portaria

Once the application is approved, the PF issues a portaria (official ordinance) and a certificate valid for four years and lists your name among accredited psychologists on the PF website. Accreditation is personal and non-transferable.

  7. Step 7: Renew before it expires

Accreditation can be renewed for equal four-year periods, as long as you still meet the requirements of art. 9º of IN 78/2014. Gather the updated documents again and contact the PF unit well in advance.

Understand the service

A psychologist accredited by the Polícia Federal (Federal Police, PF) is the professional authorized to carry out the psychological assessment and issue the aptitude report for handling firearms. Without this report there is no purchase, registration, renewal, transfer or carry of a firearm, and no CR (Certificado de Registro, the registration certificate) for collectors, sport shooters or hunters (CAC). To be accredited, the psychologist needs an active CRP (Conselho Regional de Psicologia, regional psychology council registration), two years of practice and a suitable office. The application is made at a PF unit, is free and is valid for four years.

What psychologist accreditation is

Lei 10.826/2003 (Estatuto do Desarmamento, the Disarmament Statute) requires psychological aptitude from anyone who wants to own or carry a firearm (art. 4º, III) and tells the PF to accredit the professionals (art. 11-A). Decreto 11.615/2023 (art. 61) leaves the conditions to the PF. Today they are set out in IN nº 78/2014-DG/DPF.

The psychologist's technical work also follows the Conselho Federal de Psicologia (CFP, the federal psychology council), through Resolução CFP nº 1/2022, which regulates psychological assessment for firearm registration and carry.

Accredited psychologists are registered in Sinarm (Sistema Nacional de Armas, the PF firearms database) and appear on the PF public list, organized by state.

Who can be accredited

  • Psychologists with active CRP registration and annual fees paid.
  • With no ethical suspension or revocation penalty being served and no pending ethical fine.
  • With at least two years of professional practice.
  • With an office that meets the physical requirements of IN 78/2014 and holds the required permits.
  • With no criminal record. Some situations do not disqualify, such as a negligent (culposo) offense, rehabilitation, a plea agreement (transação penal) or conditional suspension of proceedings.

CFP conflicts of interest

The psychologist must declare a conflict and not assess anyone who:

  • is their spouse, partner or relative up to the third degree;
  • is in litigation with them;
  • has a direct or indirect interest in the result;
  • is linked to them through a security guard training center, private security company, training school, shooting club or other service arrangement.

Common mistakes that delay the application

  • Health surveillance permit expired or issued for another address.
  • Photos and sketch that do not show the measurements of the room and furniture.
  • Missing certificate of aptitude for projective and expressive tests.
  • Expired ethics certificate or criminal record certificates.
  • Insufficient proof of the two years of practice.

After accreditation

The PF may inspect without prior notice, including while tests are being given (with a psychologist from the PF or another public agency). Under Decreto 11.615/2023 (art. 65), inspection can also be remote, and the professional must provide the minimum technology for it.

Grounds for losing accreditation include giving tests outside the authorized location, shortening the battery, using unapproved tests, ethical violations, improper use of the PF coat of arms and charging above the cap. The process guarantees a defense, except when the psychologist asks to be removed (with 30 days' notice).

To appear in the Tiro Seguro directory, provide your CRP number with its region.

What changed recently

  • 1 July 2026: new Tabela de Referência Nacional de Honorários (national reference fee table), with an average value of R$ 727,39 for firearm registration and carry assessments (previously R$ 697,22). This value is the cap an accredited psychologist may charge.
  • 1 July 2025: the PF took over CAC registration and oversight from the Exército (Brazilian Army). IN DG/PF nº 311/2025 requires a report from a PF accredited psychologist for the CR and sets a maximum validity of one year for the report.
  • Decreto 11.615/2023, art. 65: provides for electronic, rotating and random selection of the psychologist, with the result entered into the system by the accredited professional.
  • Service page on gov.br: updated on 24/07/2026, still uses IN 78/2014 as its basis.

Frequently asked questions

Direct answers to the most common questions about this service.

What are the requirements for a psychologist to be accredited by the Polícia Federal?

Active CRP (regional psychology council) registration, no pending ethical issues, at least two years of practice, a suitable office with permits, a certificate of aptitude for projective and expressive tests and clean criminal record certificates. The application is made in person at a PF unit, based on IN 78/2014.

How much can an accredited psychologist charge for a firearm assessment?

At most the average value in the Tabela de Referência Nacional de Honorários dos Psicólogos (national reference fee table) for this service. Since 1 July 2026 the value is R$ 727,39. Charging more can lead to loss of accreditation, under art. 11-A of Lei 10.826/2003.

How long is the psychological report for firearms valid?

For the Polícia Federal (Federal Police), the assessment must have been done no more than one year before the application, and IN 311/2025 sets one year of validity for the CAC report. Resolução CFP 1/2022 allows up to two years, but says to follow the shorter period of the specific rule.

How long does psychologist accreditation with the PF last?

Four years, renewable for equal periods, as long as the requirements are still met (art. 10 of IN 78/2014). Accreditation is personal and non-transferable.

Which tests are mandatory in the assessment for firearm carry and registration?

IN 78/2014 requires at least one projective test, one expressive test, one memory test, one test of diffuse and concentrated attention and one semi-structured interview. All tests must have a favorable opinion in Satepsi (the CFP test approval system), under Resolução CFP 1/2022.

Can a psychologist who works at a shooting club assess its members?

No. Resolução CFP 1/2022 bars the assessment when there is a link with a shooting club, training school, private security company or other service provided to the candidate. A conflict also applies to spouses, relatives up to the third degree and anyone with an interest in the result.
