Voluntary surrender of firearms (entrega voluntária)

Anyone can surrender a firearm, registered or not, with a transit permit from the Desarma system. Compensation ranges from R$ 150 to R$ 450.

Required documents

  • Official photo identity document and CPF (Brazilian taxpayer number)
  • Guia de Trânsito de Arma de Fogo (firearm transit permit) issued in the Desarma system (valid for 48 hours)
  • The firearm's registration, if any (Portaria MJ 797/2011 asks for it to be brought whenever possible)
  • The firearm unloaded and packed, with the ammunition separate

Step by step

  1. Step 1: Choose the location and confirm service

    The surrender can be made at the Polícia Federal (Federal Police) or at agencies accredited by the Ministério da Justiça e Segurança Pública (Ministry of Justice and Public Security), such as the Polícia Rodoviária Federal (Federal Highway Police), Polícia Militar (state military police), Polícia Civil (state civil police) and Guarda Municipal (municipal guard). Call ahead to confirm hours and whether an appointment is needed.

  2. Step 2: Issue the transit permit in Desarma

    In the Ministry of Justice's Desarma system, citizen area, fill in the application and issue the Guia de Trânsito de Arma de Fogo (firearm transit permit). It is issued immediately and is valid for 48 hours. People without internet access can get the permit at an accredited unit.

  3. Step 3: Prepare for transport

    Unload the firearm, pack it so it cannot be used immediately and carry the ammunition separately. Go straight to the location, on the permit's route. The permit only authorizes transport, not carry.

  4. Step 4: Surrender the firearm at the location

    Present the permit, your identity document and the registration, if any. The officer checks the firearm and looks it up in Sinarm (the national firearms system). Service is estimated to take up to one hour.

  5. Step 5: Get the receipt and compensation protocol

    You receive a surrender receipt and, when compensation applies, a 16 digit Banco do Brasil protocol and a four digit password created on the spot. Keep both.

  6. Step 6: Withdraw the compensation at Banco do Brasil

    According to the Polícia Federal, the withdrawal is made at a Banco do Brasil branch or ATM, from 24 hours up to 30 days after the surrender. The amount ranges from R$ 150,00 to R$ 450,00, depending on the type and caliber of the firearm.

Understand the service

Anyone over 18 can voluntarily surrender a firearm, ammunition or accessory, registered or not, to the Polícia Federal (Federal Police) or to an accredited location. First, you must issue the transit permit in the Desarma system of the Ministério da Justiça (Ministry of Justice). The surrender is free, good faith is presumed and there is compensation of R$ 150,00 to R$ 450,00, depending on the firearm.

What voluntary surrender is

It is the procedure set out in arts. 31 and 32 of Lei 10.826/2003 (Estatuto do Desarmamento, the Disarmament Statute) for anyone who wants to dispose of a firearm legally. Main points:

  • it can be done at any time;
  • it applies to firearms registered or not;
  • good faith is presumed (art. 72 of Decreto 11.615/2023);
  • liability for irregular possession of that firearm is extinguished (art. 32 of the law);
  • the firearm is examined by forensic experts and sent to the Exército (Brazilian Army) for destruction.

The rule does not apply to private security and cash transport companies (art. 74 of Decreto 11.615/2023).

Who needs it

  • Heirs: under art. 29 of Decreto 11.615/2023, the firearm of a deceased person must be transferred to an heir who meets the requirements or surrendered to the Polícia Federal for compensation. The death must be reported within 90 days.
  • People with an expired registration: an owner who has been notified has 60 days to renew, transfer or surrender the firearm (art. 26 of the decree).
  • People whose registration was revoked or who were found unfit in the psychological exam.
  • People who found an old firearm at home or simply no longer want to own a firearm.

Common mistakes

  • Bringing the firearm without a transit permit or with an expired permit.
  • Transporting the firearm loaded or within reach.
  • Going to the location without confirming that it accepts firearms that day.
  • Trying to sell or pass on an unregistered firearm instead of surrendering it: that is a crime.
  • Losing the protocol or letting the 30 days to withdraw the compensation pass.

After the surrender

  • Keep the receipt: it proves the firearm is no longer in your possession.
  • If the firearm was registered, Sinarm is updated with the surrender.
  • If the Desarma system is down, the Ministério da Justiça lists the email cgprev.senasp@mj.gov.br and the phone number (61) 2025-9078.

What changed recently

  • Decreto 11.615/2023 (in force, amended by Decreto 12.345/2024): keeps surrender at the Polícia Federal or accredited locations, with a transit permit issued online, and leaves the compensation amount to an act of the Minister of Justice (art. 70).
  • 21 August 2026: last update of the official service page on gov.br, which keeps the permit through the Desarma system, the 48 hour validity and the R$ 150,00 to R$ 450,00 range.
  • Compensation amounts follow Portaria MJ 2.969/2012; no new table has been published since then.
