Guia de tráfego (GTE, firearm transport permit) for CACs

The Guia de Tráfego Especial lets a CAC transport unloaded firearms on the stated route and dates. Requested on Sinarm-CAC, fee R$ 20.

Required documents

  • Valid CAC Certificado de Registro (CR, the registration certificate)
  • Personal identification document
  • Firearms and accessories recorded (apostilados) on the CR (ammunition does not need to be recorded, but the caliber must match the firearms in the collection)
  • Sport shooter: proof of regular practice (habitualidade) and, for a competition, proof of registration or that the event is on the organizing entity's calendar
  • Exceptional hunter: Ibama document proving the need to cull invasive wildlife
  • Collector at an exhibition: authorization from the PF (Polícia Federal) unit the collector is linked to
  • Maintenance at a gunsmith: proof that the gunsmith is registered with the PF and the address authorized for the service
  • Proof of fee payment (payment slip generated in the application)

Step by step

  1. Step 1: Define purpose, route and dates

Choose the purpose (training, competition, hunting, maintenance, exhibition, move or other), the origin, the destination and the firearms and ammunition carried on the route. The maximum validity depends on the purpose and never exceeds the validity of the CR (Certificado de Registro).

  2. Step 2: Check the collection and attachments

The firearms must be recorded on the CR with a valid CRAF (Certificado de Registro de Arma de Fogo, the firearm registration certificate). Gather the proof required for the purpose: regular practice or competition registration, Ibama document, exhibition authorization or gunsmith details.

  3. Step 3: Apply on Sinarm-CAC

Log in to Sinarm-CAC through the official service page on gov.br, with a silver or gold gov.br account (the PF recommends Firefox). Fill in the electronic application and attach the documents.

  4. Step 4: Pay the fee

At the end of the form, a payment slip (boleto) for R$ 20,00 is generated. Once it is generated, the application data cannot be changed: review route, firearms and dates beforehand.

  5. Step 5: Print the permit

Once approved, the permit is available for printing in Sinarm-CAC itself. Its authenticity can be checked with the Sinarm-CAC document verification service on the PF website.

  6. Step 6: Transport within the rules

Carry the permit, the CR and the CRAFs. The firearm must be unloaded (no ammunition in the chamber, the cylinder or an inserted magazine) and the ammunition in its own container, on the stated route and within the dates. The permit is not a carry license (porte).

  7. Step 7: If flying, check it in with a GDAF

For a flight, fill in the Guia de Despacho de Arma de Fogo (GDAF, the firearm check-in form) online, validate it at the PF unit of the departure airport and check in the packed firearm. The GDAF is free and asks for the guia de tráfego number.

Where to file the request: Request the guia de tráfego on gov.br (Polícia Federal, Federal Police) (opens in a new tab)

Understand the service

The CAC (colecionador, atirador desportivo e caçador: collector, sport shooter and hunter) guia de tráfego, which the Polícia Federal (Federal Police) calls the Guia de Tráfego Especial (GTE), is the document that authorizes collectors, sport shooters and exceptional hunters to transport firearms from their collection, unloaded, with ammunition and accessories, on the stated route and within the stated dates. It proves the porte de trânsito (transit authorization), which is not a carry license. The application is made on Sinarm-CAC and costs R$ 20,00.

What it is

Under IN DG/PF 311/2025 (arts. 36 to 44), the GTE is the document for the porte de trânsito provided for in Decreto 11.615/2023 (art. 33). It authorizes moving with the firearms registered in the collection, unloaded and with the ammunition packed in its own container, between the origin and destination points shown on the permit, while it is valid.

An unloaded firearm, according to the IN, is a firearm with no ammunition in the cylinder (revolver) or with no magazine and no round in the chamber (semi automatic).

The permit does not authorize carry: the firearm cannot be carried ready for use, nor off the route.

Who needs it and for what

  • Sport shooter: training and competitions, in Brazil or abroad.
  • Exceptional hunter: training and culling of invasive wildlife, always with the Ibama (federal environmental agency) document.
  • Collector: authorized exhibition and maintenance at an accredited gunsmith.
  • Everyone: change of the collection's address and other permitted purposes.
  • Foreign shooter in an official competition in Brazil: the application is made by the organizing entity.

The permit is never valid beyond the validity of the CR (Certificado de Registro). A high performance shooter can get a permit with the routes for all stages of the national calendar of their confederation or league (Decreto 11.615/2023, art. 38-E).

The amount of ammunition on the permit cannot exceed the shooter's or hunter's annual purchase limit (IN 311/2025, art. 40).

Transport rules

  • Carry the permit, CR and CRAFs (Certificado de Registro de Arma de Fogo, the firearm registration certificates) of the firearms transported.
  • Firearm unloaded, ammunition in its own container, everything packed so that immediate use is not possible.
  • Follow the route on the permit; detours unrelated to the trip may be considered an irregularity.
  • Elections: transporting firearms and ammunition is prohibited on election day and in the 24 hours before and after, in all municipalities; shooting clubs also close (Decreto 11.615/2023, art. 79-A). The rule applies to the first and second rounds.

Air travel

To check a firearm on a flight, fill in the GDAF (Guia de Despacho de Arma de Fogo, the firearm check-in form) online, validate it at the PF unit of the departure airport and check in the unloaded, packed firearm at the airline counter. The GDAF is free and asks for the guia de tráfego number. The procedure follows Resolução ANAC nº 461/2018.

Common mistakes that delay the application

  • Applying too close to the competition date.
  • Including a firearm that is not recorded on the CR or has an expired CRAF.
  • Ammunition in a caliber that does not match the firearms in the collection.
  • A competition without proof of registration or not on the entity's calendar.
  • Requested validity beyond the validity of the CR.

Special cases

  • Store purchase: the permit to take the new firearm to the collection is issued by the supplier, together with the delivery of the CRAF.
  • Change of address: request the permit and record the new address on the CR within 15 days.
  • Exército (Brazilian Army) documents: permits issued before the July 2025 transition remain valid until they expire.

What changed recently

  • 1/7/2025: issuance of the guia de tráfego moves to the PF in all units (Portaria DG/PF 19.040/2025, art. 1, § 1) and IN DG/PF 311/2025 sets the validity periods by purpose.
  • December 2024: Decreto 12.345/2024 creates the high performance shooter permit for the whole national calendar and prohibits transport by CACs during election periods.
  • December 2025: at a hearing in the Minas Gerais Legislative Assembly, delays in permit issuance during the transition were reported.
  • October 2026: the guia de tráfego remains on Sinarm-CAC; other services have already moved to Portal PF.

Who handles CACs today: Polícia Federal or Exército?

Since 1 July 2025, the Polícia Federal (PF) is the agency that grants the CR, authorizes purchases and transfers, registers the firearms in the collection and issues the CACs' guia de tráfego. The change was provided for in Decreto 11.615/2023 and organized by Portaria DG/PF nº 19.040/2025, which released the services in stages between July and August 2025. The detailed rules are in Instrução Normativa DG/PF nº 311/2025, in force since 1 July 2025.

The Exército (Brazilian Army) keeps some roles: registration of shooting entities, final review of restricted use firearms (after PF authorization), import and ammunition reloading. The fees for these services are still those of Lei 10.834/2003 (Taxa de Fiscalização de Produtos Controlados, the controlled products inspection fee).

Which system to use in October 2026

  • Portal PF (portal.pf.gov.br, login with a silver or gold gov.br account): CRAF renewal since 23/07/2026; and, for new applications, CR grant, CR revalidation, purchase authorization and firearm registration with CRAF issuance (official pages updated in October 2026).
  • Sinarm-CAC (servicos.pf.gov.br, the PF system inherited from the structure of the former SisGCorp): tracking of applications started there, apostilamento (recording changes on the CR) and guia de tráfego.
  • Email to the PF office for your area: transfer of a firearm between CACs and change of shooter level, according to the official pages for these services.
  • Exército SisGCorp: stopped receiving CAC applications with the 2025 transition. Documents issued by the Exército before that remain valid until they expire.

Frequently asked questions

Direct answers to the most common questions about this service.

Is the guia de tráfego a carry license?

No. The guia de tráfego only authorizes transporting the firearms in the collection, unloaded and with the ammunition in its own container, on the stated route and within the stated dates. It proves the so called porte de trânsito (transit authorization), which does not allow carrying the firearm ready for use.

How long is a sport shooter's guia de tráfego valid?

Up to 6 months for training and up to 1 month for competition (IN DG/PF 311/2025, art. 42). In no case is the permit valid beyond the validity of the CR (Certificado de Registro). A high performance shooter can get a permit with the routes for all stages of the national calendar of their confederation or league.

How much does the CAC guia de tráfego cost?

R$ 20,00 per permit, paid by a payment slip generated on Sinarm-CAC (Lei 10.834/2003). Checking a firearm on a flight, with the GDAF (firearm check-in form), is free.

Where do I request the guia de tráfego today?

On Sinarm-CAC, the Polícia Federal (Federal Police) system, accessed through the official service page on gov.br with a silver or gold account. Since 1 July 2025, the permit is issued by the PF nationwide, and no longer by the Exército (Brazilian Army).

Can a CAC transport a firearm on election day?

No. Decreto 11.615/2023, art. 79-A, prohibits CACs from transporting firearms and ammunition on election day, in the 24 hours before and in the 24 hours after, in all municipalities, and shooting clubs are closed during that period. In 2026, this also applies to the second round scheduled by the TSE (Superior Electoral Court).

Do I need a permit to move house with my collection?

Yes. A change of residence that involves transporting firearms requires a guia de tráfego (Decreto 11.615/2023, art. 21). In addition, the new address must be recorded on the CR within 15 days.

Is a permit issued by the Exército still valid?

Documents issued by the Exército (Brazilian Army) before the July 2025 transition remain valid until the expiry date shown on them. New permits are issued by the Polícia Federal.
