Paying fees (GRU)

Firearm registration and renewal cost R$ 88,00 and a carry permit R$ 1.466,68. The GRU slip comes with the request and is payable by Pix, card or boleto.

Required documents

  • The applicant's CPF (Brazilian taxpayer number; the GRU must be issued under the CPF of the person making the request)
  • The application number, when the slip is generated from the request
  • For CAC: a gov.br account at silver or gold level
  • Proof of payment, to attach to the request when required

Step by step

  1. Step 1: Check whether the service has a fee and whether you are exempt

    See the Polícia Federal fee table. Under art. 11, § 2º, of Lei 10.826/2003, members of the institutions listed in art. 6º, items I to VII and X, and subsistence hunters (art. 6º, § 5º) are exempt.

  2. Step 2: Fill in the application before paying

    For most personal defense services, the GRU (Guia de Recolhimento da União, the federal payment slip) is issued by Sinarm itself at the end of the form. For the carry permit, it is only generated after approval and is available on the Consultar Andamento de Processos (check case status) page. For CAC services, the system generates the charge at the end of the form.

  3. Step 3: If you need a standalone GRU, use the official page

    On gov.br/pf, GRU menu, Armas (Firearms) option, choose Brazilian or foreign individual or company. The Polícia Federal states that you must install on your computer the security certificate indicated on that page.

  4. Step 4: Check the details before paying

    Check name, CPF, service and amount. A GRU with the wrong service or under another person's CPF cannot be used for the request and can only be recovered through a refund.

  5. Step 5: Pay through the indicated channel

    The official service pages state payment through PagTesouro (the federal payment platform), with Pix, card, digital wallet or boleto (bank payment slip). Once the charge is generated, the application can no longer be edited.

  6. Step 6: Keep and attach the receipt

    Save the receipt and attach it to the request when required. Clearing may take a few business days; the carry permit page allows up to five business days for this step.

  7. Step 7: Paid and did not use it? Request a refund

    On gov.br, use the Requerer restituição de taxas ou multas da Polícia Federal service (request a refund of PF fees or fines), logging in with the same CPF as the GRU, with an identity document, proof of payment and a checking account in Brazil (savings accounts are not accepted).

    Where to file the request: Issue a firearms GRU (federal payment slip) at the Polícia Federal (opens in a new tab)

Understand the service

The GRU (Guia de Recolhimento da União, the federal payment slip) is the slip used to pay federal fees for firearm services at the Polícia Federal (Federal Police). Registration, renewal and replacement of the CRAF (Certificado de Registro de Arma de Fogo, the firearm registration certificate) cost R$ 88,00, and issuance or renewal of the carry permit costs R$ 1.466,68. In most cases the slip is generated within the request itself and can be paid by Pix, card or boleto (bank payment slip).

What the GRU is and where the fees come from

The fees were created by art. 11 of Lei 10.826/2003 (Estatuto do Desarmamento, the Disarmament Statute), with amounts in the law's Annex. The money funds Sinarm (the national firearms system), the Polícia Federal and the Exército (Brazilian Army). The table currently applied by the Polícia Federal is:

Service

Amount

Firearm registration

R$ 88,00

CRAF renewal

R$ 88,00

Replacement registration

R$ 88,00

Issuance or renewal of the federal carry permit

R$ 1.466,68

Replacement carry permit

R$ 88,00

Registration or renewal of a private security company CRAF

R$ 75,67

For CAC (colecionadores, atiradores desportivos e caçadores: collectors, sport shooters and hunters), the official service pages state, for example, R$ 100,00 for granting a CR (Certificado de Registro) to an individual, R$ 500,00 for a legal entity and R$ 20,00 for a special traffic permit. These charges follow Lei 10.834/2003 and are generated by the CAC system itself.

Who must pay and who is exempt

Anyone requesting a fee-based service pays. Under art. 11, § 2º, of Lei 10.826/2003, the following are exempt:

  • members of the Armed Forces;
  • members of the federal police, federal highway and railway police, civil police, military police, fire brigades and the Força Nacional (National Force);
  • municipal guards, in the cases set out in the law;
  • operational agents of ABIN (Brazilian Intelligence Agency) and GSI (Institutional Security Office);
  • legislative police;
  • prison agents and guards, prisoner escorts and port guards;
  • tax auditors and tax analysts of the Receita Federal (Federal Revenue) and labor tax auditors;
  • subsistence hunters living in rural areas (art. 6º, § 5º).

Common mistakes that delay the request

  • Generating the GRU under another person's CPF (for example, the person who will pay).
  • Choosing the wrong service on the standalone slip.
  • Paying the carry permit fee before approval, outside the system flow.
  • Using a boleto received by message or from an unofficial website: always generate it on the Polícia Federal website.
  • Paying when exempt: a refund is possible, but slow.

After payment: refund

Anyone who paid and did not use the service can request a refund on gov.br (Requerer restituição de taxas ou multas da Polícia Federal service, request a refund of PF fees or fines):

  • gov.br login with the same CPF as the GRU;
  • identity document, proof of payment and, optionally, the GRU itself, in .jpg, .png or .pdf files of up to 3 MB;
  • a checking account in Brazil (savings accounts are not accepted);
  • the request can be changed or cancelled within 3 days; review takes about 60 to 90 days.

Minors and cases of system unavailability are handled in person at a Polícia Federal unit.

What changed recently

  • 21 February 2024: latest update of the fee table published by the Polícia Federal.
  • 1 July 2025: CAC services moved to the Polícia Federal. Allocating CAC fees to the Polícia Federal fund depends on PL 6.033/2025 (a bill), still under consideration.
  • 2026: the official service pages began to indicate payment through PagTesouro (Pix, card, digital wallet or boleto), and new CAC requests moved to Portal PF.
