Self-defense

Firearm purchase authorization (autorização de aquisição)

Before buying a firearm for self defense, ask the PF (Federal Police) for authorization via Sinarm: age 25, certificates, reports and real need.

Required documents

  • Sinarm (Sistema Nacional de Armas, the national firearms system) electronic application, filled in, printed and signed
  • Official ID document with photo and CPF (Brazilian taxpayer number)
  • Clean criminal record certificates from the Federal, State (or District), Military and Electoral Courts, for the places where you lived in the last five years, according to the PF list for your state; if no expiry date is printed, they are only valid if issued in the last 60 days
  • Proof of lawful occupation (work or income), issued no more than 60 days ago
  • Proof of fixed residence in your name, issued no more than 60 days ago; if it is in someone else's name, add their declaration that you live at the address and a copy of their ID
  • Psychological aptitude report issued by a PF accredited psychologist, no more than one year after the assessment
  • Proof of technical capacity issued by a PF accredited firearms and shooting instructor (IAT), done with a firearm of the same kind and of equal or higher caliber than the one intended, no more than one year after the assessment
  • Declarations made on the form: real need (with the facts that justify it), that you are not under criminal investigation or prosecution, and that you have a safe or secure place with a lock to store the firearm
  • Proof of payment of the GRU (Guia de Recolhimento da União, the federal payment slip)

Step by step

  1. Step 1: Check that you meet the requirements

    You must be 25 or older, not be under criminal investigation or prosecution, have a lawful occupation and fixed residence, and be able to explain in writing why you need the firearm (efetiva necessidade, real need). Under Decreto 11.615/2023, need is not presumed: describe concrete facts, such as your activity, where you live or threats you have received.

  2. Step 2: Choose the firearm and a permitted caliber

    The authorization is issued in the applicant's name and for the firearm stated. For self defense, only permitted use firearms are authorized. Since Decreto 11.615/2023, pistols in 9 mm, .40 and .45 are of restricted use; .380 ACP and .38 SPL are among the permitted calibers. Confirm model and caliber with the store before applying.

  3. Step 3: Get the reports from accredited professionals

    Book the psychological assessment and the shooting test with a PF accredited psychologist and instructor (the lists are on the PF website). The technical test must use a firearm of the same kind and of equal or higher caliber than the intended firearm. Both reports are valid for one year from the assessment.

  4. Step 4: Obtain certificates and proofs close to the application date

    Check on the PF certificates page which certificates your state requires and obtain them all at once. Proofs of residence and lawful occupation must have been issued within 60 days, and certificates without an expiry date are also only valid for 60 days.

  5. Step 5: Fill in the application in Sinarm and generate the GRU

    Access the Solicitar Aquisição de Arma de Fogo service on gov.br with a silver or gold level account and choose the Cidadão (citizen) category. The Sinarm Internet form generates the application and the GRU for the fee. Print it, sign it and pay the GRU (gov.br points to PagTesouro, with Pix, card or payment slip).

  6. Step 6: Attach the documents

    Upload the documents at the end of the application or later, on the Consultar Andamento de Processos (track applications) page of the PF website. Electronic submission is mandatory. The office may ask for extra documents, an interview or a scheduled visit.

  7. Step 7: Track and print the authorization

    All notifications are electronic: track the process with the application number and your CPF. If there is a request for further information, reply on time (IN 201/2021 provides ten days). Once approved, print the purchase authorization on the same page and only then close the purchase at the store.

  8. Step 8: Buy and request registration on time

    With the authorization in hand, buy the firearm at the store. After the invoice is issued, you have 15 days to request the registration (CRAF, Certificado de Registro de Arma de Fogo) in the Solicitar Registro de Arma de Fogo service. The firearm is only handed over after it is registered, together with the guia de trânsito (transit permit) to take it from the store to the storage location.

    Where to file the request: Apply for firearm purchase on gov.br (opens in a new tab)

Understand the service

The purchase authorization (autorização de aquisição) is the Polícia Federal (PF, Federal Police) document that allows an individual to buy a permitted use firearm for self defense. Without it, no store can sell the firearm. The application is made online, in Sinarm (Sistema Nacional de Armas, the firearms registry kept by the PF), and requires a minimum age of 25, clean criminal record certificates, proofs of residence and occupation, a psychological report, a shooting test and the declaration of real need (efetiva necessidade).

What the purchase authorization is

It is the first step to legally keep a firearm at home. The rule is in art. 4º of Lei 10.826/2003 (Estatuto do Desarmamento, the Disarmament Statute) and art. 15 of Decreto 11.615/2023. The authorization:

  • is issued in the applicant's name and for the firearm stated in the application;
  • is non transferable: no one else can use your authorization;
  • does not allow you to carry a firearm. It leads to the registration (CRAF, Certificado de Registro de Arma de Fogo, the firearm registration certificate), which only allows you to keep the firearm at home or at the workplace, if you are the owner or legal representative of the business.

Who needs it and who can apply

You need the authorization if you want to buy a new permitted use firearm from a store, for possession for self defense. You can apply if you:

  • are 25 or older (art. 28 of the law and art. 15, I, of the decree);
  • are Brazilian or a foreigner with permanent residence;
  • are not under police investigation or criminal prosecution;
  • have a lawful occupation and fixed residence;
  • prove psychological aptitude and technical capacity with PF accredited professionals;
  • declare real need and have a secure place to store the firearm.

How many firearms and how much ammunition

For self defense, Decreto 11.615/2023 allows up to two firearms, with proof of real need for each purchase, and up to 50 rounds per firearm, per year (art. 15, § 2º).

Which calibers are permitted

Only permitted use firearms can be bought for self defense. For handguns, the limit is up to 407 joules of muzzle energy. According to the official list (Portaria Conjunta C Ex/DG-PF nº 2/2023, as amended), permitted calibers include .380 ACP, .38 SPL, .32 and .22 LR. Calibers such as 9 mm, .40 S&W and .45 ACP have been of restricted use since 2023.

What real need means

It is the written explanation of why you need a firearm at home. The decree says it is not presumed: you must describe concrete facts and circumstances, such as your activity, where you live or risks to your life and your family's (art. 15, § 3º). The PF reviews each case and may refuse the application with stated reasons.

Required documents

  • Signed application.
  • ID and CPF (taxpayer number).
  • Clean criminal record certificates (if no expiry date is printed, valid for 60 days only).
  • Proof of lawful occupation and of residence, issued within 60 days.
  • Psychological report and proof of technical capacity, up to one year old.
  • Proof of fee payment.

How much it costs

  • PF fee: R$ 88,00, by GRU.
  • Psychologist: legal cap tied to the Conselho Federal de Psicologia (Federal Council of Psychology) table.
  • Instructor: legal cap of R$ 80,00 plus the cost of ammunition.

Common mistakes that delay the application

  • Proof of residence or occupation older than 60 days.
  • A missing certificate, for example from the Military or Electoral Courts, or from a state where you lived in the last five years.
  • Shooting test done with a smaller caliber than the intended firearm.
  • A generic statement of need, without concrete facts.
  • Choosing a restricted caliber firearm, such as 9 mm.
  • Not tracking the process: notifications are electronic only and deadlines run anyway.
  • Paying for the firearm before having the authorization.

After the application

Once the authorization is approved, you buy the firearm at the store. After the invoice, you have 15 days to request registration. The store only hands over the firearm after the CRAF (Certificado de Registro de Arma de Fogo) and the guia de trânsito (transit permit) are issued. See the registration and CRAF guide.
