On September 23, 2026, Brazil's Federal Court of Accounts (Tribunal de Contas da União, TCU) found "not implemented" its recommendation to create a rule limiting, in space and time, the transit permit (guia de tráfego) of CACs (collectors, sport shooters and hunters). The decision is TCU Plenary Ruling 2623/2026 (Acórdão 2623/2026), approved unanimously. For now, nothing has changed for collectors, shooters or hunters: the permit follows the current rules of the Federal Police (Polícia Federal, PF).

Note: the ruling is an audit follow-up. It does not create a new rule for CACs. This text is for information only.

What did the TCU decide?

The case (TC 031.502/2022-9, rapporteur Deputy Justice Weder de Oliveira) tracks the recommendations of a TCU audit on firearms control, Ruling 2649/2022. The decision appears in the TCU case law search under the code AC-2623-37/26-P.

One of those recommendations, item 9.9, called for a rule governing the CACs' special transit permit (guia de tráfego especial, GTE) "with spatial and temporal limits on its use". The goal, according to the ruling, is to let inspectors check "in the field whether the transit carry is being used for the specific purposes for which it was authorized".

In 2022, the recommendation was addressed to the Army Command. Since Decree 11.615/2023 (Decreto 11.615/2023), this power belongs to the PF, whose director general issues the acts on "granting and issuing the transit permit" (Art. 4, I, "f", and § 1).

The TCU concluded that "the issuance of the relevant normative act, however, was not proven" in the case. For that reason, the item was considered not implemented, and the follow-up continues.

What did the ruling decide on the other recommendations?

What applies to the transit permit today?

The current rules are in IN DG/PF No. 311/2025, a Federal Police normative instruction. The GTE authorizes moving the unloaded firearm "during its validity period and on the route between the points of origin and destination, as stated on the permit" (Art. 38).

The maximum validity is 6 months for shooter and hunter training and 1 month for competitions and for collectors (Art. 42). The ruling does not mention IN 311.

What could change?

Item 9.9 is a recommendation, and the ruling sets no deadline for meeting it. The decision records the situation and orders the follow-up to continue. If the PF publishes new rules for the GTE, they will appear in the Official Gazette (Diário Oficial da União).
