Sinarm CAC: how to access the system and issue the transit permit

Sinarm CAC is the Federal Police (Polícia Federal, PF) system where collectors, sport shooters and exceptional hunters (CACs) file their requests, including the transit permit (guia de tráfego). The permit costs R$ 20.00 (Brazilian reais), is requested online with a gov.br account (the Brazilian government login) and is valid only for the route and period stated on it. The firearm travels unloaded, with the ammunition in its own container.

What is Sinarm CAC?

Sinarm CAC is the module of the National Firearms System (Sistema Nacional de Armas, Sinarm) for registering and controlling collecting, sport shooting and exceptional hunting. Article 15 of PF Normative Instruction (Instrução Normativa, IN) DG/PF No. 311/2025 makes registration in this system mandatory for anyone carrying out these activities.

Under IN 311, the following go through Sinarm CAC, among others:

• the application for and revalidation of the CR (Registration Certificate);
• annotation (apostilamento), including a second collection address;
• the authorization to buy a firearm and the registration of the purchased firearm;
• the special transit permit (Guia de Tráfego Especial, GTE);
• immediate reporting of loss, theft or robbery of a firearm, accessory or ammunition.

Who oversees CACs today: the PF or the Army?

The Federal Police. Article 6 of Decree 11.615/2023 (Decreto 11.615/2023) moved the authorization, registration and transit carry of CACs to the PF. IN 311 requires the GTE to be requested "through Sinarm-CAC" (article 37).

The text of article 33 of the decree still mentions the "Army Command" when dealing with transit carry. In practice, the official page of the CAC transit permit service, updated on July 29, 2026, points to the PF and Sinarm CAC as the way to apply.

Sinarm CAC, SisGCorp, Sigma and the PF Portal: what is the difference?

These names appear together and cause confusion. As of October 19, 2026, the picture was:

How do I access Sinarm CAC?

1. Have a gov.br account at silver or gold level, as the service page requires.
2. Use the Firefox browser. The PF itself warns on the service page: "use the Mozilla Firefox browser to access Sinarm-CAC".
3. Go through the official service page on gov.br and click the system access link.
4. Log in with gov.br and choose the service you need.

The PF does not publish a manual with the system screens. Menu names may change, so always check the path on the official page.

What is the transit permit (GTE)?

The GTE (Guia de Tráfego Especial, special transit permit) is the document that proves a CAC's transit carry, under article 36 of IN 311. It authorizes taking firearms from the collection "unloaded and accompanied by the ammunition packed in its own container" (article 38, paragraph 1).

The GTE is valid "during its validity period and on the route between the points of origin and destination, as stated on the permit" (article 38). Outside that route and period, it does not protect the CAC.

What are the requirements to request a GTE?

Under article 39 of IN 311, the basic requirements are:

• a valid CR;
• the firearm annotated on your registration (ammunition does not need annotation);
• ammunition and supplies in the calibers of the firearms in your collection, for sport shooters and hunters;
• the fee paid.

There are extra requirements depending on the purpose:

• competition: proof of registration or proof that the event is on the shooting entity's calendar;
• exhibition (collector): authorization from the PF unit the collector is linked to;
• repair by a gunsmith (collector): proof of the gunsmith's PF registration and authorized address;
• culling of invasive exotic fauna (hunter): a document from Ibama (the federal environmental agency).

The service page also lists an identification document and, for sport shooting, proof of training frequency (habitualidade).

How long is the transit permit valid?

The maximum validity depends on the purpose, under article 42 of IN 311. In every case, the GTE cannot outlast the validity of the CR.

High-performance shooters may obtain a permit covering the routes of all stages of their confederation's or league's national calendar (article 42, paragraph 1).

How to issue the transit permit, step by step

1. Log in to Sinarm CAC with your gov.br account, using Firefox.
2. Fill in the transit permit application, with origin, destination, purpose and firearms.
3. Attach the documents. The PF asks for the identification document and the proofs to be attached in the same item.
4. Generate the payment slip and pay R$ 20.00. After the slip is generated, the application data can no longer be changed.
5. Wait for the review. The PF estimates up to 60 calendar days.
6. Print the permit in Sinarm CAC itself, after approval.
7. If it is denied, send an appeal by email to the PF office, with your reasons and the application number.

If the system fails, the PF advises writing to suporte.cac.cgarm.dpa@pf.gov.br with a screenshot of the error, name and CPF (Brazilian taxpayer number).

What are the rules for transporting the firearm with a GTE?

• Unloaded firearm and ammunition in its own container, kept separate.
• Permit route: only between the origin and destination stated on the document.
• Permit period: only within its validity.
• Printed permit: the PF makes the GTE available for printing in Sinarm CAC after approval.
• Elections: on voting day, in the 24 hours before and the 24 hours after, transport is prohibited even with a permit (article 79-A of Decree 11.615). See the election transport rule.
